Expenditure

expenditure of 27041.62 was transferred from the the First Section of the Schume

Astimated Sykenditure in 1961 to the Estimated

Expenditure in 1932 bringing the latter figure to

$ (27.041.629.600.83)

$36.642.45.

This resolution was also not sanctioned

specifically by the Secretary of State.

The actual expenditure in 1932 was 36.642.45.

The Director of Colonial Audit regards this as

excess expenditure in 1932 and wishes to see the

sanction of the Secretary of State for it. Such

sanction has not been given specifically but only by implication by the sanctioning of expenditure of

Connection with $50.000 on "Preliminary Works" in the 1933 Estimates,

without the subsidiary approval of the expenditure of

any particular fraction of that sum in a particular

year.

It would seem to be arguable that the

approval of the total estimate of $50.000 covers

approval of the amount of actual expenditure in 1932

($36.642.45) which is within that figure.

I would suggest that the Director of Colonial

Audit be asked whether he would be prepared to accept

this view in the present case.
